Dual citizenship question

Hello,

I'm freelancing and am considering joining BlueCross of Texas, but I was hoping to get coverage for my whole family. The thing is, my wife is a Canadian citizen, and I was wondering if I could still get coverage for her as well or our son who was born in Texas in 2016.
