If my benefits are active and I've already paid for them, why is my ID card "not ready yet," and why am I paying for benefits that I cannot use?

Contacted your support team, BCBSTX, and was told that my ID cards are "not ready yet" and to check back in "a couple days." I can't help but wonder, if my benefits are reported active, and I've already paid for themn, why am I not able to use them for "a couple days?" This is inappropriate and scamming behavior. I should be able to access my benefits on the day that they start and my payment was successful.
