Customer Advocate

As a provider, how am I able to connect to a Customer Advocate when calling 1-800-521-2227? The auto attended specifically stated if I needed information specific to a CPT code, to contact Customer Advocate.  But would not give me an option to connect with them. I tried all different ways and was unsuccessful?  What is the magical code to get to talk to someone at BCBS that is not a member????
