Being charged for Emergency room services when we went to Labor and Delivery.

Why is a hospital allowed to charge me for an emergency room, delivery room, and private room for a routine labor and delivery. Do all childbirths constitute an "emergency" + labor/delivery? We went to L&D triage and not a typical emergency room.
