Required to get a yearly physical to qualify for premium reduction but there isn't a doctor within a 100 mile radius that accepts the insurance and that is accepting new patients. Go out of network?

My employer unfortunately uses BCBS and I'm required to get a yearly physical in order to qualify for the preferred premium reduction but there isn't a doctor within a 100 mile radius that accepts the insurance and is accepting new patients. Can I use an out-of-network doctor instead? I'm seriously considering dropping the insurance during open enrollment this November. Just too many hassles. I was better off without it.
